Why there is no single answer to "who pays?"

Student funding is devolved, and the four nations have drifted a long way apart. Scotland, Wales and Northern Ireland pay your tuition fees on your behalf and never ask for the money back. England lends you the fees instead and adds a non-repayable grant on top, and Wales attaches a legally binding commitment to work in its own health service afterwards. The course you sit in can be identical in all four; what it costs you over three years is not.

Two rules cut through most of the confusion. First, funding usually follows where you study, not where you are from — a Welsh student at an English university is funded on English terms. Second, being paid a wage while you train and receiving student funding are mutually exclusive: apprenticeship routes are salaried, and that salary is precisely what disqualifies you from the student schemes. If you are weighing a degree apprenticeship against a full-time degree, you are comparing a wage against a funding package, not one bursary against another.

The other thing worth knowing before you read any further: what a scheme is worth to you personally depends on elements that are individually conditional — household income, whether you have children, how far you travel to placement. Each scheme page below breaks the elements apart, shows which ones carry a published figure and which do not, and adds up only the ones the administering body has actually put a number against.

England funds allied health students through the mainstream student loans system. You borrow your tuition fees and your living costs from the Student Loans Company and repay them from earnings, exactly as any other undergraduate does. The NHS money sits on top of that as a supplement, not as a replacement, which is why you have to be eligible for both a fee loan and a maintenance loan before you can claim any of it.

The trap most applicants fall into is the postgraduate one. A pre-registration master’s in England is funded through the undergraduate system, not the Postgraduate Master’s Loan, even though the award is an MSc or a PGDip. Apply for the wrong product and you end up with a smaller, single loan and no entitlement to the non-repayable top-up.

Scotland does not lend you your tuition fees if you are Scottish-domiciled and studying in Scotland — the Student Awards Agency Scotland pays the university directly, and that money is not repayable. The debt a Scottish AHP student takes on is living-cost debt only, which makes the total quite different from the English position even though the courses are the same length.

What Scotland does not have is a general AHP bursary. Paramedic science is funded through its own dedicated, non-income-assessed bursary alongside nursing and midwifery; every other allied health profession sits inside the ordinary means-tested student support package. If you are comparing Scotland against Wales, that distinction matters more than the headline "free tuition" does.

Wales pays your fees and adds a living-costs bursary, but the money is conditional on a commitment to work in NHS Wales after you qualify. That commitment is contractual: complete the course, decline the work, and a fixed sum becomes repayable. It is the only UK scheme that ties funding to where you work afterwards, and it is the single most important thing to understand before you accept it.

Note also that the Welsh scheme keys off where you study, not where you are from. You do not have to be Welsh-domiciled to take it, but you do have to be on a commissioned course at a Welsh university — and Welsh students who study in England are outside it.

Northern Ireland kept the pre-2017 structure. The Department of Health pays tuition fees in full for a first primary AHP degree studied in Northern Ireland, and a means-tested bursary contributes towards living costs, with a reduced-rate maintenance loan alongside it rather than the full-rate loan.

The catch is supply rather than money. Places are commissioned by the Department, so the number funded each year is capped, and the range of AHP degrees taught in Northern Ireland is narrower than in the other nations. Studying the same subject in England or Scotland moves you onto that nation’s standard student support package instead of the bursary.
